Some factors that hinder the effectiveness of mutual recognition instruments to streamline #EU judicial cooperation in #criminal matters are:

The project #FACILEX works on an online platform to offer
1) Free access to relevant #EU and national legislation and case #law
2) Automated advice to legal practitioners on concrete #JudicialCooperation scenarios

The Facilex Editor Tool 🔧has two functions:
1 It is a general repository for legal contents
2 It also provides a basis for the development of new knowledge
❓How does it work in practice?
After a few clicks, the tool outlines and keeps up-to-date the #EU and national legal framework as well as the relevant case #law applicable to the three cooperation instruments under #FACILEX's radar
The #FACILEX project covers these law fields in particular
1 European Investigation Order
2 European Arrest Warrant
3 Mutual recognition of freezing orders and confiscation orders
💡What is unique about the Facilex Editor Tool?
That it provides information to #legal experts about the type of transposition (entire provisions or single paragraphs) between the #EU legislative instrument and the national legal systems
⚖️This way, legal experts may list national measures to assess whether the #EULaw 🇪🇺 is fully or partially implemented, but also fill out the Offences Table for a list of 32 offenses that are not subject to double criminality requirement

We've added a new feature to the #Facilex Platform to help legal experts navigate the complicated legal framework on #judicial cooperation.
We use a controlled natural language (English🇬🇧) to create a logic-knowledge base with #legal rules
This enables us to develop
🔹sophisticated logic models like abduction (answer set programming)
🔹or event calculus (simulation of actions and their timing) in the legal domain.
🔎The focus is on understanding the reasons for cooperation refusals.

New collaborations for the #FACILEX project💥
@MaastrichtU & the @unito's Computer Science Department are now engaged in the analysis of the EU legislative framework concerning #JudicialCooperation in criminal matters and the implementation measures adopted by member states
The main objective is to investigate the documentary structure and underlying principles, including relevant legal definitions and concepts.
💡What have we set in motion to achieve this goal?
👉Collaboration between #law and #computer science experts 🤝
Advanced #technologies and tools, such as Natural Language Processing and Machine Learning to assess conformity between European directives and national transpositions 🔁
👉An approach that incorporates the use of #software and manual methodologies to examine directives and their transpositions by member states, ensuring accuracy and thoroughness 🔎💻
👉The creation of a 'Harmonization Index' as a result of the research. That is, a tool designed to measure the degree of conformity of national legislation with European legislation 🇪🇺
