Objective 1 | Consolidate a structured exchange of expertise and operational criteria
This first objective has a scientific-technological focus and envisages a synthesis of approaches between different disciplines involved in the protection, conservation and restoration of cultural heritage.
The collaboration between archaeologists, art historians, architects and experts in legislation will allow for an in-depth study of aspects related to the knowledge of the contexts in which cultural heritage assets are located from an administrative-managerial point of view, an essential starting point for a sustainable approach to risk management.
The involvement of figures who are more directly active in the practical phases of intervention, such as conservators, restorers, architects, engineers and experts in diagnostics applied to cultural heritage (e.g. physicists, chemists, geologists), will make it possible to identify and prioritise the potential risks impacting on the heritage, with particular attention to those arising from the territory, reasoning out shared intervention strategies and active defence tools in the event of adverse events.
Action 1.1 | implementation of a training course for the exchange of skills and of operational criteria
This action intends to promote the cooperation of competent authorities on a territorial scale - Municipalities, Superintendencies, Civil Protection, Firefighters , Law-enforcement - in the prevention and emergency management of cultural heritage. A first step in this direction is the realisation of a series of workshops aimed at addressing the need to establish a virtuous process of exchange of skills and knowledge among the different actors involved in the management of risks impacting on cultural heritage, with a special focus on the definition of shared and synergic action strategies in the pre- and post-emergency phases.
Action 1.2 | Definition of a shared intervention plan, based on an assessment of the vulnerability of cultural heritage with respect to territorial risks
The aim of this action is to establish intervention priorities and to plan broader strategies on the territory and improve the effectiveness of emergency interventions. As part of a medium to long term sustainability strategy, a ‘register’ of experts in heritage intervention in the event of emergencies could be defined.
Action 1.3 | Evaluation of active defence strategies in case of adverse climatic events
This action will assess the adaptability of active defence tools to cultural heritage. The strong heterogeneity (in terms of materials and techniques, state of preservation, response to potential risk agents, etc.) that characterises the cultural heritage makes it necessary to resort to solutions that cannot be standardised, but must be reasoned case-by-case and that cannot disregard an analyzed integration of methods and specific skills.
