While states do have borders that become ever more rigid during direct confrontations such as the one between Russia and Ukraine, at the doorstep of the EU, they seemingly seem able to keep borders porous and to go on with business as usual when specific issues are involved, such as in the case of energy. However as the conflict tightens and energy is used as a weapon, policies may revert previous porousness into more rigid borders, explains Dr. Sartori.
