The third model law of the LUMEN project, curated by Silvia Bagni from the research unit of the University of Bologna, promotes the recognition of peasant agriculture as a cultural and natural heritage to be protected and valued. It highlights the fundamental role of farmers, their traditional practices, and local plant genetic resources in conserving agro-ecosystems, protecting non-human species, and promoting ecologically sustainable and socially equitable agriculture.

The text recognizes local plant genetic resources as common goods, ensuring farmers’ rights to select, reproduce, and exchange seeds through participatory and evolutionary practices. It also provides public tools for ex situ and in situ conservation, supports research programs, and protects traditional knowledge through legally binding digital libraries and mechanisms to oppose illegitimate patents.

This model is intended as both a legal and educational tool to strengthen ecological sustainability, agricultural biodiversity, and community food sovereignty, promoting active citizen participation and respect for peasant agriculture.
