Safety roles

In the University, the Employer is the Rector, with whom any employment relationship is established.

Executives have the power to spend and manage premises and staff. They cooperate with the Rector in promoting, coordinating and managing the University’s goals.
They are responsible for supervising completion of the Health and Safety Manual, the Carcinogen and Mutagen Exposure Register and the Biological Exposure Register.

The Prevention and Protection Service Manager is appointed directly and solely by the Employer pursuant to Legislative Decree 81/08. Their main task is to assist the Employer in assessing and managing risks and to coordinate the work of the Prevention and Protection Service.
The Prevention and Protection Service has the following tasks:
- Identify risk factors, assess risks and set out measures to protect the health and safety of workers;
- Draw up, within its area of competence, preventive and protective measures and safety procedures;
- Recommend information and training programmes for workers;
- Provide workers with information on risks and safety measures.

The Prevention and Protection Service staff is under an obligation to keep confidential any information relating to the work processes of which they become aware in performing their duties.

Workers’ Safety Representatives (RLS) are appointed by workers themselves from among the University professional and teaching staff.
They play a key role as the prevention system requires all workers to be involved in order to achieve safety in the workplace.

The Occupational Health Physician and Designated Physician are appointed by the Employer to perform health surveillance, i.e. all medical examinations and other tasks provided for by Legislative Decree 81/2008, as amended, and Legislative Decree 101/2020.

By virtue of their professional skills and within the limits of hierarchical and functional powers appropriate to the nature of their task, Supervisors oversee work, enforce any guidelines received by monitoring that workers implement them properly, and exercise a functional power of initiative.

Emergency response staff are trained, and subsequently organised into teams, to control and deal with emergency situations.
Appropriate staff training, arranged by the Training Unit of the Personnel Division, seeks to avoid improvisation and panic in the event of danger.

The heads of structures notify the names of the emergency response staff to the Rector in order to arrange for training and incentives.

The number of emergency teams must be proportionate to the number of workers, the size of the facility and the specific risks.
Voluntary participation is encouraged, as those who are appointed cannot unjustifiably refuse to accept.

The appointment of emergency response staff becomes effective after completion of training. The following form is used for appointments:

The Head of Teaching and Research (RDRL) is the person who, individually or as coordinator of a group, carries out teaching or research in a laboratory.
The Rector and the Head of Teaching and Research are responsible for assessing risks arising from teaching or research activities.
The Prevention and Protection Service must be informed of any new activities, especially when these involve hazardous substances, biological agents or new equipment, including prototypes.

The definition for Local and Central Safety Officers (ALS and ACS) is provided in the University Regulations on Occupational Health and Safety.
They support the heads of structure in fulfilling health and safety management requirements, in accordance with the procedures defined by the Prevention and Protection Service, with which they closely collaborate.
For complex structures, depending on the risks they are faced with, Local Safety Officers are appointed directly by the head of structure from among their technicians.
Central Safety Officers in the Prevention and Protection Centre carry out the same tasks for less complex structures.

Radiation Protection Experts and Medical Physics Specialists provide operational support to the University Departments. Specifically, they:
- Study and design working conditions and the premises where radiological activities take place;
- Provide legal support throughout the radiological licensing process;
- Provide operational radiation protection instructions to workers;
- Perform radiation protection checks on X-ray equipment in use;
- Perform radiation protection checks in laboratories where radionuclides are handled;
- Adjust and calibrate radiation protection equipment;
- Measure radioactive contamination in potentially contaminated environmental matrices and surfaces;
- Help to provide radiation protection training to laboratory workers.

Workers at the University include:
- Teaching, research and professional staff;
- Non-employed staff and staff of partner organisations working at the University facilities;
- Students (enrolled in degree programmes, PhD programmes and specialisation schools), interns, grant holders and the like, who attend teaching, research or service laboratories and are exposed to the risks identified in the Risk Assessment Document.

All workers and visitors are required to take care of their own health and safety and of the health and safety of others in the workplace and to follow the regulations in force.

Safety Trainers are tasked with instructing both staff and the student community. University trainers must meet certain qualifying requirements, in accordance with the Interministerial Decree dated 06 March 2013.
