Theoretical framework

A comprehensive mapping of food policies is essential to highlight where national governments and European institutions need to take action to achieve health, environment, economic and social policy goals and, in particular, FOOD 2030 priorities and challenges. Its relevance lies in its potential to address current gaps and needs in food system measures and policy development, as well as to show progress in specific policy areas and sub-areas. To the best of our knowledge, this is the first attempt to compile a systematic database containing information on measures across the spectrum of food policy goals. Here we provide the background information to this extensive effort to provide a first mapping of the current food policies implemented in Europe, with a description of their classification in terms of their goal and instruments.
