The project, developed by the Department of Education Sciences "Giovanni Maria Bertin" - EDU, is part of the process of deinstitutionalization and decentralization in Albania of the social law of 2005, and in the national strategy for investment on human development and social cohesion, with particular attention to the protection of children and young people living in disadvantaged contexts and situations.
Thousands of orphans live among institutions, boarding schools and relatives other than the biological family, but these three solutions prove to be unsuitable for guaranteeing adequate human development and decent living conditions. What unites them is a situation of marginality that prevents them from growing up in welcoming and facilitating contexts, accessing the world of work and benefiting from economic autonomy. Poverty and abandonment make them an extremely exposed category to crime and exploitation.
The interventions foreseen by the project in the Municipality of Scutari have the general objective of encouraging the social inclusion of orphaned children and young people. This goal will be achieved by improving the skills of all operators working within the city's social services (public and private) and improving the social, educational and financial autonomy of orphans residing in the municipality.
